I contacted Curt and the # C11354 hitch may be a fit for your 2014 VW Beetle R-Line. The only exclusion will be for diesel models as they include an AdBlue Tank, which is the trade name for a type of diesel exhaust fluid.
With that being said, as long as your model does not have a diesel engine, you are good to go. If you do have a diesel model, there will not be a hitch currently available, unfortunately.

I do have an option that will allow for you to use your 2017 Subaru Outback to flat tow a 1972 Volkswagen Beetle, however, none of the 1-1/4" to 2" hitch adapters are rated for towing applications.
