The amount of torque needed for the hitch ball you have installed on your Blue Ox weight distribution will be based on the hitch ball you have. Some require a great deal of torque like the Curt hitch balls like the # C40034 that require 450 ft lbs whereas some require less than that. We don't normally recommend impact wrenches but we do normally recommend longer torque wrenches.
