That is not normal operation for the Prodigy RF brake controller # TK94FR. The likely issue is the sensitive nature of the tow package wiring on the 2011 BMX X5. But what you can use is use adapter # C57003 which will maintain more load on the electrical system so that all of the signals running through the RF have a high enough voltage/amperage for it to work properly.

I highly recommend going with the Curt Echo In-Line Bluetooth Brake Controller w/ OneControl App # C79DR because it plugs in behind the 7-Way on your 2022 BMW X5 45e and you adjust the settings via an app on your phone. The controller will then operate on it's own and you can use the Override Button # C83HR so you don't have to have your phone opened up while you're towing just for access to the manual override button.

Can you verify that the four wires of the Redarc # RED44FR are installed properly? Most likely the issue is on the red wire as that's the part of most installs that gives people the most trouble. Make sure the red wire is connected to a circuit that has 12 volts when the brakes are applied and none when they are released.

Driveway ground clearance wouldn't be bad with the Draw Tite hitch part # 75600 since only the hitch opening hangs below the rear bumper.
