The mounting bracket measures 4-1/4 inches from the back of the plate to the back of the upright on the rack. Make sure this is enough distance to clear the spare tire. You would measure from the flat sheet metal where the spare tire studs are attached and measure out through the center hole of the wheel until you clear the tire.

I have a solution for you, however, there are not any front-mounted trailer hitch receivers for your 1997 Dodge Van. The 4-pole and 5-pole trailer connector formats are compatible with each other since each of their pin/wire/function assignments are the same except for the extra circuit on the 5-pole. In other words if you plug together 5-pole vehicle and 4-pole trailer connectors all of the trailer lighting functions on the 4-pole will operate; just the one extra circuit/function will not reach the trailer.
