Several hitches, both Class III and Class IV types, are offered for the different versions of the 1999 full-size Dodge van. The key factor in selecting the right one is the type of bumper on the van, either a standard bumper or a step bumper. The presence of the spare tire is not noted by the manufacturers as affecting the fit; only the bumper type matters. Please see the linked article on bumper types.
Versions of the van with existing weld nuts on the frame are not compatible with certain of the available hitches. The link provided will let you select your bumper type to see the suitable hitches for your van. You can use the drop-down menu at the top of the page to narrow the results to those suitable for your van. Draw-Tite # 75140 will fit both factory step bumpers and standard bumpers.
