I went out to the warehouse and found the distance between the bolt holes for the Curt Trailer Hitch Receiver # C13524. Since the two rear holes sit at an angle the distance from back to front is 3" and then 3-1/4" from closest to furthest points of those holes. They are then separated side to side by 37-1/2" on center as you can see from the attached picture.

According to Surco, their # BT300 spare tire mounted bike rack can handle three bikes weighing up to 35 lbs apiece for a total capacity of 105 lbs. I'm not aware of any vehicle manufacturer having a stated capacity for their spare tire holder. In regards to the Curt Trailer Hitch Receiver part # C13416 which is a fit for a 2021 Toyota RAV4, the hitch pin hole is about 5" behind the rear bumper. The distance to the hitch ball would be dependent on the length of the ball mount.

Cost and finish. The Curt item # C13416 and the etrailer Hitch item # e23ZR are both manufactured by Curt to the same specifications and capacities. The etrailer item # e23ZR is our house brand hitch and my personal preference due to the flat matte finish.
