My guess is that your Falcon 5250 tow bar is missing the quick disconnect crossbar assembly, # 910021-00. This comes up frequently. As long as you have a trailer hitch on your 2007 Saturn Outlook with a 1-1/4 inch or 2 inch receiver you can use the Rola TX-103 3 Bike Carrier 59403. This bike rack measures 10 inches from the center of the hitch pin hole to the upright bar which should leave plenty of room between the rack and your vehicle. I recommend using a direct receiver type of tow bar over a ball mount tow bar when flat towing. You can experiene a lot of rattling with a ball mount style tow bar # RM-501 and would have to have the ball mount tow bar exactly level.
