The item you selected # HE3021, when mounted correctly does require the two cross bars or raised side rails to stay in place.

For a cargo bag that does not require any kind of roof rack but will fit even with a roof rack I recommend the Rightline Ace, # RL100A20 with optional car clips, # RL100600, so you do not have to route the straps though the interior of the vehicle (on any vehicle that doesn't have a roof rack. I also recommend protective pad # RL100650 to protect the roof and to keep the bag in place while driving.
