When we installed the Draw-Tite Sportframe Trailer Hitch Receiver # 24914 onto a 2018 Mazda 3 hatchback similar to your Mazda 3 we found that the receiver sat just shy of the rear of the bumper cover. So it will not hang past your bumper where you might hit your leg on it or extend the length of your Mazda. The bottom of the receiver tube and chain mounts are roughly 9-1/2" from the ground.

We measure rise and drop a little differently than Curt, hence the discrepancies with the label on their # C45028. Curt tends to round and estimate their measurements a little bit, but we go from the top of the ball platform to the top of the shank to get the 5-3/8" rise. The provisions of the Curt Class I # C11393 hitch warranty requires the use of a stabilizing strap like part # 18050 for non-trailer loads like a cargo carrier or bike rack.
Keep in mind, the hitch manufacturers punch a stop into the receiver tube of a Class I hitch that will prevent the shank of Class II accessory from being used. The Curt Trailer Hitch Receiver - Custom Fit - Class I - 1-1/4", part # C11377, is 11 1/2" from the ground to the top of the inside of the hitch receiver on both the 2015 and the 2017 Mazda 3. Based on what you have described the aluminum carrier should have no problem handling the 200 pound estimated weight of the carrier and boat/motor combined. When we installed the Curt Trailer Hitch Receiver part # C11377 on a similar 2017 Mazda 3 we found that the distance from the ground to the top of the inside edge on the receiver tube is 11-1/2". Since the trailer hitch has a 1-1/4" receiver tube I can estimate that the lowest point on the trailer hitch is going to be around 10" off the ground.
