The owners manual for a vehicle is the final authority on whether it can be flat towed. If it does not make any mention of the steering wheel lock you'd most likely be able to assume that it's fine and you'd not need to worry about it. You can test this by turning the wheel of the vehicle. If it's not locked you're fine as-is.
