Based on the specs of the Lectric XP 3.0 and the fact that you'll be installing this on flat towed vehicle I have to recommend the Yakima OnRamp Bike Rack for 2 Electric Bikes # Y36FR. It has a 66lb per bike capacity to accommodate your 57lb bikes (never haul the bikes with the batteries installed, they should always be stored inside of the vehicle). The trays accommodate up to 3.25" wide tires so they'll work with your 3" wide tires. The padded clamps can easily adjust around to grip the frame of the bikes and secure them in place.

This rack comes with a loading/unloading ramp that can also mount on the rack when not needed to avoid having to haul it separately in your car. It includes an anti-rattle hitch pin to prevent movement in the hitch, which can be paired with a hitch lock # Y07235 to prevent anyone from taking off with your bike rack. The included cable lock can be ran through the bikes to secure them to the rack as well. Overall this is one of the lighter options (60lbs) that folds up nicely to take up minimal room when not in use.

If you'd like to mount the rack to a wall stud or ceiling/floor joist when not in use then I recommend picking up the Swagman X Mount Bike Carrier Storage Rack # S80940. I mounted my bike rack to one of these in my storage room to keep it up out of my way.
