There is one option for a hitch step for your 2 inch hitch that won't extend out much past the bumper, and that's with a hitch step that flips up (and down), from Carr:

I have an easier way to install a 7-way in your 2011 Hyundai Tucson but not with the 7-way you mentioned. You'll need to start with a 4-way like the part # 118501 which is a confirmed fit.
