Class I hitches just don't have the weight capacity to be able to handle the weight and leverage of more than 2 bikes. The problem is that the weight of the bikes end up so far away from the hitch as more and more of them get installed on the bike rack that it ends up putting too much torque on the hitch and attachment points of the vehicle. Since your plan is to carry a 2 bike rack you are going to prefer the Draw Tite hitch part # 24897 that you mentioned. The reason is because Curt requires you to use a stabilizer strap like part # 18050 whenever you carry a non-supported load like a bike rack and Draw Tite does not have that requirement. Plus Draw Tite recommends reinstalling the fascia unlike the Curt. I am sure there would be a way to trim the fascia and install the Curt if you really wanted to.

I'd recommend the Curt trailer hitch # C12091 for your 2013 Ford Fusion SEL because it's a Class-II rated hitch. It will have a 350 pound tongue weight maximum. I did some checking and most trunk mounted racks, including those from Thule and Yakima, are not recommended for your 2014 Ford Fusion because the vehicle is unable to support the weight at the point where the carriers must be placed.
But Hollywood Racks does have an option; the Over-the-Top rack # HRF2-3. When installing this rack the top and side attachments use the standard hooks and the bottom requires the use of special anchors (included with the bike rack).
