According to Blue Ox, the # BX1956 base plate kit you'd looked at is compatible with turbocharged models of the 2004 Chrysler PT Cruiser. For a tow bar, the Blue Ox Alpha 2, part # BX7380 would be an excellent choice. The tow bar is non binding, so it won't lock up when you're trying to unhook the vehicle from the tow bar.
