As of right now (December 2021) the 2022 Acura RDX only has Class III hitches with a 2" receiver available. That does not mean there won't be a hitch with a 1-1/4" receiver, but for now none are confirmed to fit. There are, however, some steps you could take to minimize any play with a 2" receiver, which would also mean you get the advantages of a Class III hitch.

The Curt Trailer Hitch Receiver # C22HR is made specifically for the 2022 Acura MDX. The height of the top opening will vary from different trim levels as they have different panels that change the appearance and heights.
If your spare is larger than an 18" wheel then your spare and the standard wheel will not fit under the back of your MDX with the hitch installed.

With any towing setup your overall towing capacity is only as strong as your weakest component. So if you were to install a hitch on your 2016 Acura RDX that has a higher towing capacity than the vehicle like with the Draw Tite # 75784 you would be still limited by the vehicle since a towing setup is only as strong as it's weakest component.

Any local mechanic to you with a solid reputation would have no problem installing the Draw Tite hitch part # 76238 that you referenced for your 2019 Acura RDX. Hitch installs are relatively easy for them as they deal with much harder jobs on a daily basis. I'd just find a local shop that you know has a great reputation and let them install it.

I do have a solution for you, but there are no bike rack options that will hold up two 105 lb Mopeds. It is just too much weight.
What you will need to do is get a small utility trailer, like the Detail K2 Mighty Multi A-Frame Utility Trailer # K2MMT5X7, and haul your Mopeds around in that. To do this with your 2011 Acura MDX you will need a trailer hitch receiver, a ball mount and hitch ball, and a trailer wiring kit.

The Kuat Sherpa 2.0 # SH22G is a great bike rack. I have been using a Kuat NV for the last few years and I love it. Unfortunately, Kuat does not make a ramp for the Sherpa 2.0. The Sherpa can only hold two bikes weighing up to 40 lbs apiece. So this would not work for heavier e-bikes.
