Using Sway Control in Slippery Conditions, Wet, Icy or Snow Covered and Gravel Roads

Why do yall not recommend using the sway control in wet conditions. Seems like thats when you need it the most.

It is not recommended to utilize sway control when towing in slippery conditions - such as on wet, icy, or snow-covered roads or on loose gravel. It's recommended that you turn the on/off handle of the sway-control unit counterclockwise until all tension is removed from unit. Failure to do so could prevent the tow vehicle and trailer from turning properly.

The Curt # 17200 you referenced, is a friction style sway control. For an example, as soon as your trailer begins to move out of line, the friction pads inside the unit make contact with one another and create resistance to help reduce any further side-to-side movement.
