Yes, the Rhino Rack roof rack that you referenced that consists of part numbers # RRVA118B-2, # RRRLKVA, and # DK226 has been confirmed to fit the naked roof of your 2013 Chevy Equinox.

For an economically priced cargo box that would fit this rack I would recommend the SportRack Vista XL Cargo Box # SR7018. I attached a review video for you to check out as well. This box is weatherproof meaning that it will protect your cargo from rain, but in order for something to be considered waterproof it has to be able to be submerged and keep the contents dry.

This box would work well to keep your cargo dry, but we still recommend you put the cargo you need to keep dry in a plastic bag like a trash bag to add more water resistance.
