The Fulton Hi-Mount Spare Tire Carrier # FSTC1000301 provides 5-1/2-inches of height rise. This feature is intended to offer better ground clearance for 10-inch and larger diameter wheel spare tires.
The Hi-Mount fits trailer frames up to 3-inches wide by 4-inches tall and it installs without drilling using included clamp hardware.
The actual clearance you have for turning will depend on where you install the Hi-Mount and also on the size of your spare tire. The linked photo shows the dimensions and rise for this item and this will help you determine if it will provide enough clearance for your truck and trailer.
