The Roadmaster High-Low Hitch Adapter, # RM-048-10, was designed to be used with a tow bar and was not made to be used with trailers.
Physically this adapter will work to raise the height of the cargo carrier but I can not recommended that you use it. A cargo carrier on the back of a travel trailer already has a lot of bounce. Using an adapter adds another component to the set-up and increases movement and instability.
If you are still considering using a cargo carrier on the back of your travel trailer, I suggest taking a look at a carrier with a rise in the shank like our 24x60 Curt Cargo Carrier, # C18152.
