Will using a Curt Solid Steel 2inch Hitch Bar reduce the amount we can tow like a regular extender will? Our trailer is 16000# GTWR.

The Curt Solid Steel 2" Hitch Bar # D31 that you referenced is designed for someone who wanted to fabricate their own hitch mounted accessory. It's not a hitch extender so it would not reduce hitch capacity like a hitch extender would.
