The Rightline Sport Jr. Rooftop Cargo Bag # RL100S50 can be mounted to a vehicle with a naked roof (no roof rack) like your 2009 Toyota Venza. The straps will run through the interior of the vehicle.
I also recommend using protective pad # RL100650. Not only will it help protect the roof it will also help keep the bag in place during acceleration and braking. Another helpful item is a wheel step such as # HE4040. It makes loading and unloading cargo from the roof and installation of the bag easier.
Be sure to consult the vehicle owners manual and/or Toyota for the roof weight carrying capacity prior to loading.
