It could be the input power to the Titan BrakeRite # T4813102. This can happen if it is not getting the right amount of voltage due to a poor ground connection or if the brake controller you are using is not rated for use with electric over hydraulic braking systems.
If you are using the Ford integrated brake controller you may need adapter # T4845900 to get the right voltage to the actuator.
If you need a brake controller that can be used with electric over hydraulic braking systems then I recommend the P2 # 90885.
It is also possible that you will need to go to larger brake lines. This is especially true if the actuator is far away from the brakes or if there are more than 2 axles on the trailer.
