Landing Gear that Stop Retracting after Weight is Off the Jacks

the landing gear on my 2007 cougar will not retract any father once the weight is off of it

That is a bizarre problem, so the jack will retract and lower your trailer up until the weight of the trailer is no longer on the jack and then it stops? Does it stop as soon as the jack legs starts to lift off the ground? Or does it stop before all of the weight of the trailer is off of the jack leg? Is it possible that the jack has topped out and can no longer lower any further?
If the jack uses a drop leg you might be using too low of a setting. Try raising the inner leg in the outer leg so that the inner leg will sit up higher in the outer tube when the weight of the trailer is no longer on the jack.
