The Reese universal installation kit is # RP30035. I have included a link to the installation instructions to the right which contain the torque specifications you need. The brackets do not have to be bolted on if they are welded. But if you just want the peace of mind then you can certainly bolt them on.

I need torque specs for the 1/2" bolts for adjusting the height of the hitch head.

Can you tell me what particular model hitch you have?

@ChrisR I have model 30866. I need torque specs for the 5/8"-11 x 2.75 bolts that hold the head assembly to the pivot beam. Also torque specs for 1/2"-13 x 4.5 socket head bolts that attach the cross member to the side brackets. Thanks for your help.

@Manny Thanks! On your Reese Titan Hitch the 1/2" bolts should be torqued down to 75 foot pounds. I wasn't able to find specs for the other bolts you mentioned, so it may be best to contact Reese directly to ensure they're tightened down correctly.
