Why Wont OEM Brake Controller on 2008 Chevy Silverado Actuate Electric Over Hydraulic Coupler

I have a 2008 chev 3500 with an integral brake controller & I can not get it control or operate a new dexter electric/hydraulic brake actuator

The IBC on your Chevy truck will not actuate electric over hydraulic brakes. You will need to install an aftermarket brake controller like the Tekonsha P-3, part # 90195.
The factory installed tow package wiring is located under the dash, above the area between the emergency brake pedal and the brake pedal. Look for a bundle of 4 or 5 wires with a white tag hanging from it. The red/black tow package wire attaches to the black wire of the aftermarket controller. The white tow package wire connects to the white wire on the controller, and the light blue tow package wire attaches to the red brake controller wire. The orange tow package wire is for an illumination circuit, and is not used and the blue tow package wire is not used either. You will need to obtain a sufficient length of 12 gauge wire, part # 12-1-1 to reach the trailer connector from the brake controller. One end of this wire would attach to the blue wire on the brake controller, the other will attach to the blue wire entering the trailer connector at the rear bumper. Make sure you route the wire away from extreme heat and any moving parts. You will need to cut the existing blue wire approximately 6 inches behind the trailer connector and attach the wire you ran from the brake controller.
To finalize the installation, there are two connections in the engine compartment that need to be made. Locate the power distribution box on the inside drivers side fender, and remove the cover. At the front of the box, there are two threaded studs. The red wire between the box and the fender attaches to one post, and the red wire bundled up under the brake booster attaches to the other one.
GM does not supply the M6x1.0 and the M8x1.25 nut, you will need to obtain those locally.
