What is good hitch that fits over size 16 inch spare tire on 1999 Ford Explorer Sport?

You can move the spare into your vehicle or use the Draw-Tite Class III Max-Frame Trailer Hitch, item # 75096, which will work with a factory spare tire on vehicles equipped with 16 inch wheel and tire combinations.
If you have added 16 inch wheels and tires then I cannot recommend any hitch, as the size of the tire will determine whether a hitch will work with the spare in place under the vehicle.
