The first thing needed to flat tow your 2000 Chevy Cavalier is a base plate kit like the Blue Ox Base Plate kit part # BX1647. This provides the attachment point for a set of tow bars.
For Tow Bars I recommend the Blue Ox Alpha part # BX7380. This comes with safety cables.
For lighting I would recommend the Hopkins Magnetic Tow Lights # C6304.
And finally, most states now require supplemental braking in the vehicle being flat towed. The easiest system to set up and use is the Even Brake proportional system, # RM-9400, that applies the vehicle brakes in proportion to how much the two vehicle is braking. This is the safest way to stop and it reduces wear and tear on both vehicles.
