do the four nuts on each side, in the center, reduce the 24inch inside diameter where they extend inward?

If you were to measure from one nut to the other across the middle of the Curt Cargo Carrier part # C18152 there would be a slight decrease in the inner dimensions, but in nearly all situations for this cargo carrier that would not be an issue.
