Wondering if a hitch from a 1998 windstar will fit a 2003 model?

Without knowing what hitch you are referring to it's hard to say for certain yes or no, but I can tell you there is a very strong chance a hitch from a 1998 Ford Windstar would fit a 2003 Ford Windstar because all of the hitches we carry for the 2003 Ford Windstar fit model years 1995-2003.
For example, the Curt Hitch part # 13085 that you referenced fits 1995-2003 Ford Windstars.
