Clearance Past Spare Tire Provided By Swagman Trailhead Bike Rack When Installed on Jeep Wrangler

does this bike rack have enough clearance to be used on a Jeep Unlimited with the Spare tire on the back door?

To determine how the rack will fit, you'll need to measure the distance between the furthest rearward point of your spare tire and the hitch pin hole in the receiver (see provided link showing how this is done.) If this distance is less than 11 inches, then the rack itself will fit on the jeep.
If you'd prefer a spare tire that attaches to the spare tire mount instead of the trailer hitch, the Thule Spare Me # TH963PRO would be a good option, as well. The rack locks to the vehicle, and the rack provides a locking cable that helps secure the bike to the rack. I've linked a demonstration video showing this rack being installed on a 2012 Jeep Wrangler.
If you're carrying womens bikes or bikes with sharply angled top tubes, a frame adapter like part # 64005 that spans the distance between the seat post tube and the handlebar gooseneck would provide a level attachment point to the bike rack and improved ground clearance.
