With most, if not all, 2-arm bike racks a woman's bike would not be able to be carried level which can affect the center of gravity and ground clearance between the bike and the road. And a step-through style frame would not fit. But there is a solution to use a hanging bike rack like # TH9024XT and women's bikes.
You can use a bike adapter bar, # TH982XT. This bar clamps around the handlebar gooseneck and the seat post to provide an artificial top tube allowing you to carry the bikes on the rack more level providing better ground clearance. I have included a link to a video showing how the adapter works.
The other option is to use a platform style rack such as the Swagman XTC # S64670 which could work although on some step-through frames this would not be the best option.
