Adding a 4-Way Trailer Connector to a 2011 Toyota Highlander
Question:
I did purchase the wiring option for the vehicle trailer option . it included the cable to attach to the rear plug in the well . the lights do not work . My toyota dealer says I need a relay and 30 amp fuse in addition . they want to sell me a $220 cable and fuse and relay .. what is wrong with this story??

Dealer parts are often more costly than aftermarket parts but that does seem excessive given the parts they say you need.
It looks like you ordered # 56042. Which is meant as a replacement 4-Way. You will need the harness you referenced # C56217 to make everything fully functional.
It sounds like they are trying to sell you a 7-Way trailer connector. A 30 amp fuse and a relay are items typically associated with a 7-Way trailer connector. If you just need a 4-Way then you would use # C56217.
