The Tekonsha P-3, part # 90195, can be mounted vertically. You can mount it virtually anywhere as long as it is out of the way and will not be bumped, but close enough that you can access it to use it. I have included a link to a video of a brake controller install on a 2009 Dodge Ram that may give you an idea of where it can be mounted.
If your truck came with a factory 7-Way connector at the rear of the truck, I would use part # 3020-P. This is a vehicle specific wiring adapter for your Dodge that will plug into the brake controller and the port underneath the dash on your truck eliminate some of the wiring work.
