If your 2009 Tundra has a factory 7-way then the Tekonsha P2 brake controller, part # 90885, and the quick-connect harness you referenced, part 3040-P, are appropriate. The Prodigy proportional controller works with both electric and electric-over-hydraulic brakes and is among the most popular and reliable units offered. The quick-connect harness # 3040-P will allow easy installation to the under-dash port.
You might consider the Prodigy P3 # 90195 which offers the additional feature of letting you store settings for various loads.
If your truck has an under-dash port but only a factory 4-pole connector, you will need just the controller unit itself plus part # 37185. If you have no port under the dash you will need instead of the 37185 a brake controller install kit, part # ETBC7. I have linked both an article and video illustrating installation of this kit, which includes everything you'll need.
