Can Curt 2-Inch Bumper-Mount Hitch # E-3S Be Installed Above the Bumper
Question:
I have a dodge flatbed pickup with minimal clearance under the rear bumper. Could this receiver be flipped and installed on top of the bumper rather than underneath if a hitch was fit in the socket that does not stick through the back? If it can be installed above the bumper, how would that effect the trailer and tongue weight capacities of the receiver?

The Curt 2-Inch Bumper-Mount Hitch # E-3S that you referenced can be installed in an inverted position (on top of your bumper step rather than underneath it) without loss of capacity according to my contact at Curt.
The concern to keep in mind is that you will need to keep your choice of ball mount to one with rise or drop of no more than 8-inches. If your tow vehicle and trailer heights require a ball mount of no more than 8-inches of rise or drop you should be fine mounting this hitch as you described.
An installation video and the written instructions for this hitch are included for your reference.
