I did some research on your 2006 Chevrolet impala and found that the maximum towing capacity is 1000 lbs. This would mean that any cargo carrier and cargo attached to the hitch you have installed should not exceed 10 percent or 100 lbs.
The Curt Cargo Carrier, part # C18145 you referenced weighs 29 lbs so that would limit any cargo you plan on carrying to about 70 lbs. The carrier measures 6 inches from the center of the hitch pin hole to the closest edge of the carrier.
You will want to take a measurement to make certain you have the clearance you need for the carrier from the hitch you have installed. You will want to take a straight edge like a yardstick or dowel pin and hold it vertically against the rear edge of your bumper while it extends down below the hitch pin. Then use a ruler to measure the distance from the center of the hitch pin hole to the closest edge of the straight edge. If it is less than 6 inches you will have no problem installing the carrier. I have attached a helpful article that explains how to take this measurement.
