How tight do I tighten the nut on the bottom? Do I tighten it until the ball will just come out when its unlatched ? How much tension should be on the ball when its latched ?

There isn't a specific number for how tight the nut should be for the Curt Coupler Repair Kit for 2" Posi-Lock Coupler Latches - Curt Straight Tongue Couplers # C25194.
You're correct to just tighten it as much as you can until the ball will come out when it's unlatched, and as far as tension a little bit of play is okay, as that will still allow you to close the latch.
