Is there a Motorcycle Carrier that Can Be Used With a Class I Receiver
Question:
I have a 2015 VW Golf TDI S with a 6-spd, with a 2” Hitch I bought from you. I would like to buy a Motorcycle Carrier from you to carry a 250lb mini bike. What is the maximum tongue rate rating of this set up. I am worried that the rack and motorcycle GBRW, which will be roughly 275 lbs will be to heavy.

You're unfortunately correct, Bob, the 275 lbs will be entirely too heavy. For your 2015 Volkswagen Golf TDI you're going to be limited to a class I Curt Trailer Hitch Receiver # C11412 which has a max tongue weight of 200 lbs.
Realistically you're not going to be able to use any motorcycle carrier since you'd almost certainly be overloading your vehicle which is going to wreck your vehicle eventually.
