Yes, the Karrier ST175/80R13 Radial Trailer Tire # AM31994 and Dexter Trailer Idler Hub Assembly for 3,500-lb Axles # 84545BX both have the same bolt pattern so they would be compatible together. You will want to ensure that the hub is compatible with your trailer's spindle though. This hub uses inner bearing # L68149 (1.378" inner diameter) and outer bearing # L44649 (1.063" inner diameter) and grease seal # 58846 (Inner diameter: 1.719"). If you aren't sure then you can measure the spindle at points B, C, and D with a set of calipers # PTW80157 to see if they match. If not, then let me know what you find and I'll look for a compatible replacement.
