Troubleshooting Tekonsha Voyager Brake Controller with 12V Power Always on Blue Wire
Question:
Have a tekonsha voyager brake controller, old Unit, can’t 100 identify the model, but looks like a 39510. All wiring seems to be correct, black to positive, red to pedal trigger, white to ground, question is on blue wire, should it be hot all the time even with key off? I show 12v on the meter, no matter what even adjusting the gain shows no change. Thinking I need a new controller, can y’all confirm?

The blue wire on the Tekonsha Voyager Trailer Brake Controller # 39510 (or any controller for that matter) should only be getting that 12V power when the brake pedal is pressed. If it's hot the whole time then there could be an issue with the controller, but there could also be a problem with the wiring on your truck as well.
Before replacing the controller try taking a circuit tester # PTW2993 and making sure the red wire going into your brake controller is only showing that 12V power when the brake pedal is pressed. I also recommend disconnecting the pigtail from your controller and testing the pin that matches with the blue wire to ensure you don't have 12V power backfeeding form your 7-Way connector.
If the troubleshooting shows that the brake controller is the culprit then I recommend replacing it with the Tekonsha Prodigy P2 # 90885 which is essentially an upgraded version of what you currently have, and arguably the most popular aftermarket controller out on the road right now. It is very intuitive and easy to read, plus you should be able to use the same wiring and just plug it into the back of this controller for an easier installation.
