recommended 10 cu ft Roof Cargo Bag to Fit on Vehicle with Naked Roof

Can i strap the cargo bag just to my car roof top with out it being tie down to a crossbar side rail?

The CargoSmart Soft-Sided Car Top Carrier # CS44FR uses straps that need to be wrapped around some kind of crossbar or rail, but we have an alternative with the Rightline Gear Sport Jr. Rooftop Cargo Bag # RL100S50 that has the same 10 cu ft carrying capacity, but it uses straps that have clips on them to fit in your door jambs instead of straps with loops like what we see with the CargoSmart bag you were looking at.
