I have a solution for you that you maybe didn't think of, but I checked the bearing numbers you gave and could not find any replacement hubs that match with both of those bearings.

I would recommend you convert your trailer to electric-over-hydraulic brakes. Basically you will replace your surge actuator with an electric over hydraulic actuator and a hydraulic pump that is controlled by a brake controller will apply the hydraulic brakes of your trailer. EOH braking systems are literally the best of both worlds. You get the flexibility of electric brakes and the power of hydraulic.

For an actuator to install on your trailer I would recommend the Carlisle Hydrastar Drum Actuator part # HBA-10. Of all the actuators we carry this one seems to work the best.

You will need a brake controller that is compatible with electric over hydraulic brakes, for that I would recommend the Prodigy P2 Brake Controller part # 90885. This is our top selling brake controller because of how easy it is to use and setup and how well it works.

I also attached an FAQ on adding electric over hydraulic brakes to a drum brake trailer for you to check out.
