What is the dimension between the edge of the bed rail and inside edge of cover rail or how wide is the tract as I have 2 tool boxes that tops flip up on TY

The Access TonnoSport Soft Roll-Up Tonneau Cover # A22020229 that you referenced is a fit for the 2006 3500 Series Silverado with an 8-foot bed. Please note it will not fit the 1500 or 2500 series.
The side rails for this roll-up cover clamp on to the inside edges of the bed rails with included hardware. The cover rails themselves will extend into the truck bed from the inside edges of the bed rails 3-inches per side. I verified this with my contact at Access.
The linked photo shows a cut-away view of the drivers-side with the 3-inch dimension noted.
