Best 2-Bike Hitch Rack for Heavy Bikes That Is Easy to Use

We're trying to do our homework before we buy a new bike rack. Thing is, we seem to have needs that run counter to what most racks we've looked at can do. We need a rack that fits both hitch sizes, 1-1/4- and 2, it needs to handle my heavy electric (61-lbs) and my husband's heavy mountain bike (49-lbs). We'd like it to be lockable.
