Installing Tekonsha Brake Control Adapter # 3020-P in 2000 Dodge Dakota with Factory Tow Package

The Tekonsha Plug-In Wiring Adapter for Electric Brake Controllers # 3020-P that you referenced is a correct fit for your 2000 Dodge Dakota. Since your truck has the factory installed tow package all you will need in addition to the harness is a brake controller, such as the excellent Tekonsha Prodigy P2 # 90885.
This easy-to-use unit offers reliable operation and is among our most popular brake controllers. For you reference I have linked the written instructions as well as a video showing installation in a 2003 Dakota.
Installation requires you to locate the (usually blue) 4-pin connector under the dash and to the left of the brake pedal. This connector is shown in the video at the 1-minute mark. To this blue connector you will attach the white plug from the harness # 3020-P. The other end with the black plug connects to the back of the P2 or other compatible brake controller.
