Does The EcoHitch # EH87FR Replace The Bumper Beam On A 2019 Mini Cooper

In watching the video, it appears that you do not reinstall the bumper bar. Does the Hitch receiver, in effect, serve as the bumper baron the Mini COoper when installed ?
