Yes, you can absolutely replace the self tapping screws on the # RP58062 with bolts and nuts. The hardware kit comes with self tapping screws because most of the time there are not holes present to mount the ball-plate assembly. If you already have holes in the tongue, you can easily replace them with bolts and nuts. I recommend using a high grade bolt such as grade 8. I imagine this would be just as secure, if not more secure than the self tapping screws.
