The only parts that you need to install the Rhino-Rack Vortex Aero crossbars, # RRVA118B-2, on your 2003 Honda Accord are the 2500 Series Leg Kit, # RRRLKVA, and the Custom DK Clamps and Pads, # DK030, that you referenced. You will not need any additional parts other than a bike rack, ski/snowboard carrier or cargo carrier depending on what you plan on carrying.

When choosing roof mounted accessories, there are a few things to keep in mind. First, the Rhino-Rack roof rack will have a crossbar spread of 27-1/2 inches when it is installed on your Accord. Also, the Rhino-Rack 2500 Series crossbars are 3-1/8 inches wide by 1-3/16 inches tall. Many roof mounted accessories require a specific crossbar spread to fit and some will not fit elliptical crossbars.
