Yes, the replacement wheel strap # S95YR is designed to accommodate fat tire e-bikes. Fitment will depend on what model bike rack you have. The wheel trays on certain racks will only accommodate tires up to 3" wide. So while the strap would be long enough, the fat tire may not fit in the wheel tray.
For example, the wheel trays on the swagman current # S64678 will accommodate tires up to 5" wide, while the swagman chinook # S64683 will only work with 3" wide tires. Both racks use the same wheel strap.
