Should A Buyers Pintle Hook Move Front/Back While Accelerating?

Is it normal for the pintle to come out about 1-1/2” while driving

No, it is not normal for a pintle hook like the # 337BP760A to move out when accelerating. It does have a swivel feature, but there should not be any fore/aft movement.
That said, buyers does make other pintle hooks that are designed to move forward/backwards. For example part # 337BP100A has a spring cushion made to reduce stress when accelerating. It is normal to see fore/aft movement on pintle hooks with the spring cushion.
If yours is a model that is not designed for such movement, you may have something damaged or loose and that should be addressed straight away.
